With this initiative, OpenAI signals its ambition and begins to assert its technology platform power, a geopolitical privilege previously held by IBM, Microsoft, Intel, Apple, and a few others.

From capability overhang to policy overhang
OpenAI frames the initiative around a “capability overhang,” a phrase that reflects the widening gap between what AI can do and how people actually use it. While that’s accurate, for governments, the more urgent issue may be a policy overhang, or the distance between existing institutional frameworks and the velocity of AI-driven change.

The mix of EU states, Gulf actors, and smaller nations suggests a deliberate strategy that combines policy influencers, fast-movers, and “lighthouse” deployments that others can emulate. In a scenario planning context, this is seeds reference futures with concrete examples that make an AI-centric model of education feel both inevitable and desirable. OpenAI will leave the more questionable outcomes, such as an overreliance on algorithmic evaluation, narrowing curriculum to what AI can deliver effectively, and the erosion of teacher autonomy, to other storytellers.
